The State Govt. shall appoint an officer not below the rank of the divisional commissioner to be the Secretary of the Board. The Secretary shall be the Chief Executive of the Board. The Secretary is provided with the following officers for carrying out the functions of the Board.

  The Deputy Secretary is to assist the Secretary in discharging the functions which are conferred on him/her as per Malnad Area Development Board Act and Rules. As the senior officer of the Board, the Deputy Secretary/Under Secretary is to assist the Secretary in overall administrative matters of the Board.

  In addition to discharging the functions conferred on him/her under rule (11) of the Malnad Area Development Board Rules,1993 the following functions are to be rendered in accounts matter of the Board.

• Preparation of Annual Budget of the Board.

• Furnishing of information required for preparation of annual action plans of the Board to Planning Section.

• Compilation of Board Accounts duly obtaining Utilisation Certificates and Accounts from the implementing officers.

• Furnishing replies to the inspection reports, Audit reports of the Accountant General in Karnataka, Bangalore.

• As financial adviser to the Secretary, he/she should assist the Secretary in all matters relating to the accounts and the budget estimate preparation, and operation of financial rules in general.

  The Roles and Responsibility of the Deputy Director of the Board is as follows

• Preparation of Monthly Multi level Review Meeting papers of the Board and submission of the same to the Govt.

• Arranging Board Members meetings, implementing Officers meetings.

• Preparation of Meeting agenda and meeting proceedings in consultation with the Secretary.

• Preparation of Annual Action Plans of the board duly obtaining necessary proposals from the concerned and submission of the same to the Govt. for approval.

• Planning for innovative programmes under different state/central Govt. schemes.

• Developing, maintaining and updation of MADB Website.

• Any other work entrusted by the Secretary related to planning.

  The Roles and Responsibility of Executive Engineer of the Board is as follows

• Technical scrutiny of Plans and estimates referred to by the Secretary.

• Technical scrutiny of work bill referred to by the secretary.

• Inspection of the board works which are being executed by various implementing Agencies.

• Attending to complaints relating to technical defects in respect of board works received from board members or general public and report compliance to the Secretary.

• Rendering all technical advise and guidance while formulating and finalising the Annual Action Plans of the Board.

• Any other work of technical nature assigned and directed by the Secretary.
